Blackwater County uses a structured progression system that reflects experience, trust, and time spent within the community. As residents grow within the county, they unlock additional privileges, opportunities, and responsibilities.

Civ 1 represents new members entering Blackwater County for the first time.
Access Includes:
Basic civilian vehicles
Basic civilian firearms
Standard public access roles and activities

Civ 2 is where the majority of residents will exist. This tier represents trust and basic community familiarity.
Unlocks:
Expanded civilian vehicle selection
Access to most standard firearms
Access to Department Applications (LEO, Fire, etc.)
Promotion Requirement:
12 hours of active playtime
No warnings, kicks, or bans during that time

Proven, experienced, and trusted.
Civ 3 members are long-term, reliable community members who have demonstrated consistency and good conduct.
Unlocks:
Access to high command roles within departments
Limited aircraft access
Limited boat access
Advanced weapon systems
Promotion Requirement:
Minimum 7 days of consistent, clean gameplay (no warns/kicks/bans)
Manual staff review
Interview with staff team

Civ+ is reserved for exceptional community members and leadership figures.
Unlocks:
Full or near-full access to vehicles and weapons
Ability to hold director-level positions
Special permissions across departments

OUR HISTORY
Founded in 1898, Blackwater County began as a small fishing and shipping community along Florida's northern Gulf Coast. Over time, the county expanded into a diverse region known for tourism, maritime commerce, and outdoor recreation.
Today, Blackwater County continues to balance growth with preservation, maintaining its coastal heritage while supporting modern development and public services.
